It's a fairly common tactic, in countries that have rather oppressive governments. I used to work with a woman from Guyana who had been a government worker before coming to Canada. She told me that at least twice a month, on a Friday, their manager would hand them all signs so that they could walk out and "spontaneously protest in favour of the government." It was a Communist government at the time.
