Dogs aren't cats, cats aren't dogs. Both would probably crap somewhere inappropriate, if allowed to, but cats are thought to be more autonomous, and often allowed to roam. Both are probably someone's best friend in the world...perhaps a child's.
We can jest, but I think kindness to animals is perhaps best.
The non-lethal sprinkler is, I think, your best option. If you tape the results, and post it online, with YouTube, and some content payback (ads, whatever they offer), it might even pay itself back...and you have some chuckles at the expense of some only slightly soggy kitties.
Perhaps posting them publicly will embarrass their owners into being more responsible.
