I am transferring, but the rules are getting more and more strict for us at least. More and more paperwork is needed to do anything. I see the NRC getting a lot tougher on issues, not easing the slack on us. This job got 100x more stressful after Japan.

So, are all these issues just the result of them trying to operate on the cheap or are there a lot of "out of sight, out of mind" parts or what?

It's a mixture of things, different sites operate to different license agreements with the NRC about leaks and such. We have engineers devoted solely to monitoring the buried piping program. It's a hard job, I wouldn't want to do it.
