So the officer moves his car over, gets out of the car and puts his hand on the rider. Rider then takes off with the officer holding onto the back of the bike. The officer probably scared the ever-loving-shit out of the rider by coming up to him on foot at a light. And, why would you go behind the bike? Why not walk in front of it... put a hand up... take the key out?? Something other than behind the bike and hand on shoulder. Weird. But, it's the BIKE's fault.
