Apparently, they couldn't deal with the girls' cries of "Shame!", as they beat up a kid in the street right in front of them, so a white-shirted higher-up steps in to show his true cowardice, and peppers sprays some girls in the face, and then runs away, in order to show everyone who's boss!

As for the other women...they didn't deserve to get pepper sprayed when it was individuals around them being dicks.
