A Sargent seat will bring the rider down a good couple of inches, although it would probably help if it were a bit narrower.
Too bad she doesn't like cruisers- my wife really likes her Honda Shadow VLX 600 - seat height is only 25", with a low center of gravity so it doesn't feel tippy. Hard to beat as a first bike for a shorter person.
