He won't get an $8K offer now.
Projects are usually sold at huge discounts.

He would be better off to finish it himself and then sell it.
He can take courses at community colleges that will teach him how to restore a car, so he can stop paying others to do the work.

I would not pay more than $3-4K for a project like that.

Hell, the glass alone would probably cost $2000+
