4 Runner in "limp mode"...help asap!

We unhooked it and have been checking fuses but nothing seems awry. Not sure which fuse would cause this...

We really do need a trailer brake controller, it's a 20' enclosed trailer with a car and rollaway toolbox inside. ~5500lbs worth of stuff. But if it's blowing fuses then obvioulsy it gets canned.
