I'm 5'3" with a 31 inch inseam...my Cbr600rr I had lowered 1.5 inches until I could one foot it, but currently ride a gsxr600 at stock heighth.
My best friend is 5' with short legs, same bike lowered 2", (which I don't reccommend due to handling) but it can be done. Since she doesn't know any different it doesn't matter to her, either on street or the track. Depending on your wifes skill level, and the specifics you want, you may or may not want to lower a bike.
